Summary/Objective

Assists with the oversight and managing of all daily activities of a staffed shooting range in order to provide a safe shooting environment for staff and the public. Help develop and provide opportunities for all Missouri citizens to use, enjoy and learn more about Missouri’s fish, forest, and wildlife resources through shooting sports, hunting, and other consumptive programs.

Essential Job Duties

  • Ensure the safety of range employees and customers including the authority to close portions of the shooting range complex on an as needed basis.
  • Supervise, mentor, recruit and select, monitor performance, recognize achievements, and provide appropriate disciplinary actions for staff and volunteers as needed.
  • Administer volunteer program including recruitment, selection, and training of volunteers.
  • Ensure accurate recording of volunteer hours for federal reimbursement purposes.
  • Schedules staff and volunteers to fulfill range operation needs, including programming.
  • Enforce Department policies and procedures and ensure compliance. 
  • Assists with the monitoring of annual fiscal budgets and departmental spending including federal reimbursement funding procedures.
  • Monitor and identify range maintenance needs and perform necessary repairs.  Ensure range staff have needed training for conducting range maintenance inspections.
  • Coordinate and schedule, develop, present, and oversee special events, shooting sports programs, school programs, and outdoor skills activities in-person, virtually, or hybrid.
  • Become familiar with multiple databases to ensure accurate input and tracking of measures, staff and volunteer hours for federal reimbursement, and grant administration.
  • Reviews special use permit (SUP) applications and administer the SUP process.
  • Perform routine administrative duties such as reviewing and approving time sheets, monthly purchasing card statements, invoices, vehicle logs, etc.
  • Develop and administer contracts for mowing, native landscaping, guest speakers, janitorial, and other items as needed.
  • Review shooting range trends, create schedules, and inventory firearm and archery equipment.
  • Provide quality customer service including answering questions from the public on matters relating to shooting sports, Department functions, wildlife code interpretation, and conservation in general by phone, mail, email or in-person.
  • Properly conduct cash register opening and closing procedures, as well as permit sales.
  • Oversees bank deposits and reports to financial services using form 27.
  • Controls and conducts regular firearms inventory for facility.

Ancillary Job Duties

  • Serve on internal and external committees.
  • Support MDC agency-wide priorities, including assisting with CWD management efforts, Comprehensive Conservation Strategies, Community Conservation Teams, invasive species (plants or animals) removal, and priority geography area management.
  • Other duties as assigned.

Education and Experience

  • Associate's Degree required; Bachelor’s Degree preferred.
  • At least three (3) years of relevant professional experience and at least one (1) year of supervisory experience.
  • Must maintain a current, valid driver’s license.
  • Classroom training/education experience, preferred.
  • Firearms and shooting range operation experience required.

Knowledge, Skills and Abilities

  • A working knowledge of firearms and ammunition operation including maintenance functions is required.
  • Maintain MDC certifications including but not limited to Hunter Education and Bow Hunter Education Instructor, First Aid/CPR/AED, NRA Firearms instructor certifications in various disciplines.
  • Ability to use office equipment, such as copier, multi-line phone system, fax machine, scanner, and computer.
  • Ability to operate vehicles, UTVs, tractors, mowers, power tools, etc.
  • Provide excellent customer service via oral and written communication skills.
  • Public relations knowledge.
  • Time management and organizational skills.
  • Business writing/proofreading ability and typing skills.
  • Accounting and human resources knowledge.
  • Ability to travel and stay overnight.
  • Ability to work varying shifts and hours.
  • Ability to build and sustain positive working relationships.

Work Environment

  • Work is frequently conducted during live firing sessions on various shooting ranges. Staff has regular contact with customers possessing firearms who have varying levels of knowledge and skills in firearms handling. Situational awareness is a must.
  • Regularly required to perform in outdoor conditions, where climates may be hot, cold, wet and/or humid.
  • Regularly exposed to loud noises which may require the use of hearing protection.

Physical Abilities

  • Remain in a stationary position 70% of the time.
  • Move about grounds, both inside and outside of buildings.
  • Constantly operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less and 20 feet or more.
  • Three-dimensional vision- ability to judge distance and space relationships.
  • Regularly and correctly lift up to 50 pounds.
  • Regular attendance is a necessary and essential function.
