Summary/Objective

The Administrative Manager for Science Branch provides primary oversight of programmatic budget development, presentation, and administration; supervises Branch Contract Technician and provides oversight and support to Science staff with federal grants and cooperative agreements; promotes operational effectiveness and process improvement initiatives across all business functions; and provides miscellaneous leadership support to Science Branch Management Team as needed.

Essential Job Duties

  • Provide leadership and primary oversight of Science Branch programmatic budget development, presentation, and administration.
  • Serve as Science Branch liaison to MDC Budget Office for all tasks related to budget organization and implementation including review of budget programs at all levels, Raptor Time codes, and other modifications proposed to budgeting processes. 
  • Provide leadership for agreements and contracts within Science Branch and supervise salaried Contract Technician tasked with developing and administering agreements.
  • Coordinate with Federal Aid staff on agreement development as related to Science Branch budget and expenditures.
  • Provides coordination and oversight over business functions between Science Branch and Conservation Business Services Branch. Provide leadership for and serve as a resource for Science Branch on MDC business policies. 
  • Assist chiefs leading Science Branch annual work planning and keeping track of progress and performance measures.
  • Serve as member of the Science Branch Management Team and Science Branch Leadership Team to identify, develop, and implement branch goals and objectives.

Education and Experience

  • Bachelor's Degree in Public or Business Administration, Natural Resources, or related field with experience or coursework in business management, public administration, or operations management. Master's Degree preferred.
  • At least six (6) years of progressively responsible professional experience in executive-level administrative assistant work.
  • Must maintain a valid, current driver's license.

  • Knowledge to evaluate and analyze Branch programs and develop recommendations for improvement.
  • Ability to exercise judgment and initiative in interpreting Department and Branch policies and procedures and in delegating responsibilities.
  • Excellent communication skills, both verbal and written.
  • Ability to establish and maintain an effective working relationship with Department personnel, staff of related state and federal agencies and the public.
  • Ability to travel and stay overnight occasionally.

  • Work is performed in a standard office environment.

Physical Abilities

  • Remain in a stationary position 70% or more of the time.
  • Constantly operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less.
  • Regularly lift up to 5 pounds, correctly lift up to 10 pounds.
  • Concentrated attention is required at all times.
  • Regular attendance is a necessary and essential function.

This position has been determined to be Exempt according to the Fair Labor Standards Act.  Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
