Summary/Objective

In conjunction with the Protection Branch Chief, provide primary oversight of budget development and administration, promote operational effectiveness and written directive development, manage all aspects of attaining and maintaining accredidtion through the North American Wildlife Law Enforcement Accreditation program (NAWLEA), manage branch contracting and inventory processes, and provide oversight of statewide law enforcement records management systems and processes. 

Essential Job Duties

  • Provide leadership to the Branch administrative operations within span of authority, including all aspects of developing and administering the Protection Branch budget.
  • As the Branch Accreditation Manager, oversee all aspects of attaining and maintaining accreditation of MDC through NAWLEA - for more info on NAWLEA Accreditation visit their website at NAWLEA.org.
  • Provide oversight of statewide law enforcement records management systems and processes, including managing requests from the Custodian of Records and management of the Protection Branch body worn camera program. 
  • Serve as a member of the Statewide Protection Management Team.
  • Identify opportunities for process improvement and coordinate efforts to implement changes. 
  • Develop, implement, and maintain standard business practices and processes, including oversight of the Protection Branch physical inventory process.
  • Identify training needs and coordinte implementation related to administrative funcations and accreditation. 
  • Provide leadership and coordinate efforts to procure goods and services using the Quality-Based Selection Method (OBS) in accordance with state regulations. 

Ancillary Job Duties

  • Assist the branch chief and branch program leads with programmatic governance, process improvement, operational excellence/strategic planning, and internal/external audit coordination, including ensuring deadlins are met for reporting/updating programmatic information in the SPMT and other work planning/tracking tools.
  • Represent the branch on committees or working groups related to operational excellence or programmatic governance as assigned by the branch chief. 
  • Serve as the branch liaison for audit requests and gather information/records requested by the department's internal auditor.
  • Other duties as assigned.

Education and Experience

  • Bachelor's Degree in accounting, finance, business administration, public administration, or a closely related field.
  • Bachelor's Degree in criminal justice, natural resources, biology, human resources, communications, organizational leadership, or closely related field with experience or coursework in business management, public administration, or operations management.
  • At least six (6) years of progressively responsible professional experience. Focus on administrative functions is preferred.
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA) license, Professional Accreditation certification/license, professional certification related to policy implementation or process improvement preferred.
  • Must maintain a valid, current driver's license.

  • Ability to exercise judgement and initiative in interpreting Department and Branch policies and procedures and in delegating responsibilities.
  • Excellent communication skills, both verbal and written.
  • Ability to establish and maintain an effective working relationship with Department personnel, staff of related state and federal agencies and the public.
  • Ability to travel and stay overnight as required to perform accreditation, training, audit functions, or as necessary to perform assigned duties. Occasional out-of-state travel may be required.
  • Ability to attain the knowledge, training, and certifications required to competently perform the functions of an accreditation manager for the NAWLEA program.
  • Obtain the necessary qualifications to serve as a NAWLEA assessor and assist with assessments of other agencies as needed and in furtherance of the NAWLEA program.

Work Environment

  • Work is performed in a standard office environment.
  • This position is not eligible for distributed work, such as working from a hybrid location or telework.

Physical Abilities

  • Remain in a stationary position 70% or more of the time.
  • Constantly operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less.
  • Regularly lift up to 5 pounds, correctly lift up to 10 pounds.

  • Regular attendance is a necessary and essential function.

This position has been determined to be Exempt according to the Fair Labor Standards Act.  Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
