Summary/Objective

The Budget Analyst assists in the organization and preparation of MDC’s Internal Expenditure Plan and Executive operating Budget. Participates in budget meetings, prepares reports, and analyzes budget reports. Works with Budget Coordinators, Chief Financial Officer, field staff, and Office of Administration Budget and Planning.

Essential Job Duties

  • Assist branches to compile data and necessary information for the Internal Expenditure Plan; assist in preparing Plan for Commission approval; prepare reports for Directors and CFO.
  • Participate in budget meetings with Directors, CFO, Branch Chiefs, and Regional Administrators and work with Branch budget coordinators regarding budget adjustments.
  • Assist in organization and preparation of MDC’s Executive Operating Budget to reflect current salaries and expenditures.
  • Organize and prepare Executive Budget Request required annually by the Office of Administration Budget and Planning, the state House and Senate, and the Governor; assist with preparation of new decision items; work with Branch budget coordinators.
  • Prepare necessary Senate and House committee reports; attend House and Senate hearings regarding MDC’s Executive Budget as necessary.
  • Reconcile Expenditures and Revenues; prepare monthly statements for CFO.
  • Analyze budget reports for variances and inconsistencies; work with budget coordinators, budget staff, and CFO to address issues.
  • Compile and prepare various reports and surveys, including the Legislative Briefing Book, US Census Survey, and the US R&D Survey.

Education and Experience

  • Bachelor’s degree (B.S.) in accounting, business administration, business management, economics, or public administration required; Master’s degree (M.S.) with comparable field with broad-based experience in accounting desired.
  • Three (3) years related work experience required; 3 - 5 years desired.
  • CPA or other special licensing/certifications related to accounting desired.

  • Understanding of administrative needs including audit practices, travel management, and record keeping.
  • Understanding of computers and computer systems, including Microsoft Office products and budget systems.
  • Understanding of meeting and group facilitation.
  • Understanding of data analysis, records management, database management, and metadata creation.
  • Understanding of state legislative process.
  • Understanding of process management, including maintaining internal controls.
  • Understanding of human resource rules and policies.
  • Budget development and implementation, including experience with multi-million-dollar budget.
  • Interpersonal communication with internal and external project stakeholders.
  • Technical skills, including operations analysis, quality control analysis, systems analysis, and systems evaluation.
  • Strong writing, speaking, critical thinking, and complex problem-solving skills.
  • Management of financial and material resources.

Work Environment

  • Every day, the position requires work in an office environment.
  • Once a year or more (but not every month), the position requires being in a closed vehicle or operating enclosed equipment (like a car).

Physical Abilities

  • Multi-tasking in an office environment, often sitting for long periods at a time.
  • Possessing and maintaining a valid driver’s license.
