Summary/Objective

Supervise the budget, revenue, financial reporting, and agricultural crop sections of the Financial Services unit.

Essential Job Duties

  • Supervise the budgeting, revenue processing, health insurance administration, and reconciliation processes.
  • Serve as chief liaison with the state House budget analysts, state Senate budget analysts and Office of Administration-Budget and Planning analysts.
  • Attend legislative hearings as necessary, supplying financial information and statistical data, and coordinating follow-up responses.
  • Make recommendations for, and administer statewide fiscal, economic and operating policies for the Department.
  • Monitor appropriation allotments and flexibility.
  • Oversee the internal budget process and reporting.
  • Work with staff to calculate payments in-lieu of taxes for each calendar year.
  • Participate in the preparation of the Comprehensive Annual Financial Report.
  • Maintain compliance with revenue policies and procedures.
  • Assist end-users, ensuring staff has adequate training and resources.
  • Prepare various internal, state and federal reports and presentations, as needed. 
  • Prepare the annual benefits statements for FEMA/SEMA reporting. 
  • Oversee the accounting and reporting functions for the Conservation Employees' Benefits Plan.
  • Prepare the Management Discussion and Analysis for biannual audit report.

Education and Experience

  • Bachelor’s Degree in Accounting, Business Administration, Economics, or related field; Master’s Degree preferred.
  • Minimum of six (6) years of accounting experience.
  • Must maintain a current, valid driver's license.

Work Environment

  • Work is performed in a standard office environment.

Physical Abilities

  • Remain in a stationary position 70% of the time.
  • Constantly operate a computer and other office machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less.
  • Regularly lift up to 5 pounds, correctly lift up to 10 pounds.
  • Concentrated attention is required at all times.
  • Regular attendance is a necessary and essential function.

This position has been determined to be Exempt according to the Fair Labor Standards Act.  Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy. 

Salaried and hourly employees are expected to use a mobile device-cellular phone for Department business, as needed.
