Summary/Objective

Oversee the preparation and execution of construction contracts.

Essential Job Duties

  • Prepare, maintain and coordinate construction schedules for advertising, pre-bid meetings, bid openings, and commission agenda deadlines for all construction contracts. 
  • Review bid proposals, assist with award recommendations and approvals, and maintain bid documents and standardized forms.
  • Review executed documents and work with contractors to ensure compliance.
  • Answer contractor and public questions concerning projects and/or bidding procedures.
  • Perform quality assurance reviews of contracts, plans, and specifications including review of plans and specifications for errors, omissions, constructability, and consistency in an effort to get competitive bids and minimize contract change orders.
  • Provide technical support to Project Engineers, Architect and Construction & Maintenance Superintendents in the development of plans and specifications. 
  • Monitor the construction contract portal for current and awarded projects.
  • Manage the contract documents distribution vendor to ensure correct information is available, an adequate number of plan sets are available, the official plan holders list is accurate, the plan sets are electronically archived, and contract documents are distributed to Architect, Project Engineers, Contract Superintendent and Survey Superintendent.
  • Maintain a database of potential contractors for different types of projects and an insurance tracking system.
  • Supervise staff, including performance reviews, time sheet approval, etc.

Education and Experience

  • High school diploma or equivalent.
  • Five (5) years of experience in construction contract administration.
  • Must maintain a valid, current driver's license.

Knowledge, Skills and Abilities

  • Ability to read and interpret construction drawings.
  • Communication skills to negotiate between engineers, contractors and contract superintendents through both oral and written form.
  • Proficient with contemporary office software and web applications.
  • Ability to keep focused on understanding, anticipating and responding to the needs of customers.
  • Ability to define a problem, analyze relevant information, develop solutions and solve problems.
  • Ability to maintain focus and intensity, and remain optimistic and persistent even under adversity.
  • Ability to develop and sustain cooperative working relationships.
  • Ability to make independent decisions and act quickly and decisively on the determined course of action.
  • Ability to remain highly organized while attending to multiple assignments with compressed schedules.
  • Ability to work varied hours including Saturdays, Sundays and legal holidays.

Work Environment

  • Work is typically performed in a standard office environment.
  • Occasionally required to work in outdoor environments.

Physical Abilities

  • Remain in a stationary position 70% or more of the time.
  • Operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less.
  • Regularly lift up to 5 pounds, correctly lift up to 10 pounds.
  • Concentrated attention is required at all times.
  • Regular attendance is a necessary and essential function.

This position has been determined to be Exempt according to the Fair Labor Standards Act.  Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
