Summary/Objective
The Science Branch Contract Technician performs all duties to ensure cooperative agreements and contracts for Science Branch projects and programs are developed, tracked, and processed in accordance with Department policy.
Essential Job Duties
- Oversee all aspects of developing, administering, and managing cooperative agreements, contracts, and memorandums of understanding within the Science Branch.
- Assist Branch Project Leaders in preparing agreement and service contract budgets, and grant budgets, and provide information and guidance on terms and conditions, and answer process questions from customers.
- Correspond and communicate with partners, including universities, other agencies and organizations, on agreement and contract development, and to ensure accurate understanding of deliverables and responsibilities of each party.
- Provide technical support to Scientists, Section and Branch chiefs, Administrative Manager and Office Manager on cooperative agreements and contracts, including development and administration, yearly summaries, and other questions related to handling cooperative agreements and contracts with partners.
- Ensure all cooperative agreements, service contracts, and grants follow Department policies and include required terms and conditions.
- Use the Department's Agreement Tracking System to maintain, track and monitor progress of all agreements and contracts within Science Branch.
- Track financial status of all agreements and ensure invoices are approved by Branch Project Leader and processed in a timely manner.
- Review and monitor executed documents to ensure compliance of agreements, receipt of deliverables, and conduct quality assurance reviews.
- Coordinate with Branch Administrative Manager and Department federal aid staff to track, analyze, and compile expenditure data reports for the agreements within a federal aid grant.
Ancillary Job Duties
- Perform administrative tasks such as time entry, professional development training, consulting staff on purchasing guidelines, etc.
- Perform other duties as assigned.
Education and Experience
- High school diploma/GED required; college/technical school certificate in business administration desired.
- Three (3) years related procurement work experience required; 5-8 years desired.
- Certified Professional Public Buyer (CPPB) or Certified Professional Procurement Officer (CPPO) certificates desired.
- Must maintain a current, valid driver's license.
Knowledge, Skills and Abilities
- Extensive knowledge of cooperative agreement and contracting procedures and general agreement administration.
- Proficiency in MS Office products, especially Excel and Word, and Adobe Professional.
- Extensive knowledge of data entry, data management, data analysis, and archiving.
- Ability to keep focused on understanding, anticipating and responding to the needs of customers.
- Knowledge to administer financial resources in a manner which instills public trust and accomplishes the Department mission.
- Strong interpersonal communication and collaboration with internal and external stakeholders.
- Ability to define a problem, analyze relevant information and develop solutions and plans to solve the problem
- Ability to maintain focus and intensity and remain optimistic and persistent even under adversity.
- Ability to make independent decisions and act decisively on the determined course of action.
Work Environment
- Every day, the work is typically performed in a standard office environment.
- Once a year or more (but not every month) may be required to work in outdoor environments.
- Once a year or more (but not every month) may be exposed to loud noises which may require the use of hearing protection.
Physical Abilities
- Multi-tasking in an office environment, often sitting for long periods at a time.
- Clarity of vision at 20 inches or less.
- Regularly lift up to 5 pounds, correctly lift up to 20 pounds.
- Concentrated attention is required at all times.
- Regular attendance is a necessary and essential function.

Exemption Status/Special Notes
This position has been determined to be Nonexempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
