Summary/Objective
The Regional Contract Technician assists with contract development, administration, and procurement, including developing bid packets and making award recommendations. Performs QA reviews on all phases of contracts. Serves as the primary contact for stakeholders regarding the contract process.
Essential Job Duties
- Assist with contract development, including area maintenance, habitat services, and maintenance services; develop bid packets, conduct bid processes, and assist with award recommendations and approvals.
- Perform QA reviews on all phases of contracts; conduct pre-bid meetings and formal bid openings.
- Review contractor bid proposals to determine responsiveness and ensure compliance with MBE/WBE requirements.
- Serve as primary contact for contractors, Conservation Business Services, insurance providers, and the general public regarding contracts; perform contract maintenance and compliance activities to ensure compliance with Missouri Revised Statues contracting procedures.
- Assist staff as needed with contract reviews and audits and provide technical support to staff in plan development; develop contract efficiencies regionally and statewide; track payments and maintain records in accordance with Department policy; assist with contract disputes.
- Coordinate and develop lease agreements for unoccupied storage units; coordinate and assist with occupied lease agreements; coordinate with Departmental agents to assist with statewide contracting.
- Utilize appropriate procurement and agreement systems; maintain procurement templates; create and maintain vendor FAQs; maintain regional vendor list and database of contractors for construction projects; assist vendors and staff with the contract process.
Ancillary Job Duties
- Perform administrative tasks such as time entry, professional development training, consulting staff on purchasing guidelines, etc.
- Perform other duties as assigned.
Education and Experience
- High school diploma/GED required; college/technical school certificate in business administration desired.
- Three (3) years related procurement work experience required; 5-8 years desired.
- Certified Professional Public Buyer (CPPB) or Certified Professional Procurement Officer (CPPO) certificates desired.
Knowledge, Skills and Abilities
- Understanding of computer systems, and data and records management, including Microsoft products, Adobe Professional, and ArcGIS.
- Understanding of data management, record keeping, and data analysis.
- Understanding of basic accounting principles, internal/external auditing practices, and project proposal processes.
- Understanding of contract development and administration and meeting facilitation.
- Interpersonal communication and collaboration with internal and external stakeholders
- Budget development and implementation.
- Strong writing, speaking, mathematical, critical thinking, and complex problem-solving skills.
- Strict attention to detail.
- Management of financial, material, and personnel resources.
Work Environment
- Every day, the position requires work in an office environment.
- Every day, the position requires travel or operation of a closed vehicle (like a car).
- Once a week or more (but not every day), the position requires work in remote locations.
- Once a year or more (but not every month), the position requires exposure to animals/wildlife and extreme heat and cold.
Physical Abilities
- Multi-tasking in an office environment, often sitting for long periods at a time.
- Clarity of vision and ability to distinguish colors.
- Lifting up to 25 lbs. regularly; lifting up to 45 lbs. rarely.
- Possess and maintain valid Missouri driver's license.

Exemption Status/Special Notes
This position has been determined to be Nonexempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
