Summary/Objective
The Science Branch hourly Contract Technician assists with managing and tracking cooperative agreements and contracts for Science Branch projects and programs to ensure they are timely processed according to Department policy and assists on special projects related to agreements and budget.
Essential Job Duties
- Provide to Science Branch staff, technical expertise on developing and processing of cooperative agreements and contracts according to Department Policy and assists with developing and managing select agreements.
- Assist Administrative Manager in Science Branch with information transfer to staff to maintain timely agreement processing and management.
- Correspond and communicate with partners, including universities, other agencies, and organizations, on agreement and contract development, and to ensure accurate understanding of deliverables and responsibilities of each party.
- Ensure cooperative agreements, service contracts, and select grants follow Department policies and include required terms and conditions.
- Use the Department's Agreement Tracking System to maintain, track, and monitor progress of agreements and contracts within Science Branch.
- Track financial status of select agreements to ensure invoices are approved by Branch Project Leader and processed in timely manner.
- Assist with special projects related to agreement management and assist Branch in moving to new tracking system.
- Assist Administrative Manager in Science Branch with tasks related to budget management and information transfer.
Ancillary Job Duties
- Perform administrative tasks such as time entry, professional development training, consulting staff on purchasing guidelines, etc.
- Perform other duties as assigned.
Education and Experience
- High school diploma/GED required; college/technical school certificate in business administration desired.
- Three (3) years related procurement work experience required; 5-8 years desired.
- Certified Professional Public Buyer (CPPB) or Certified Professional Procurement Officer (CPPO) certificates desired.
Knowledge, Skills and Abilities
- Extensive knowledge of cooperative agreement and contracting procedures and general agreement administration.
- Proficiency in MS Office products, especially Excel and Word, and Adobe Professional.
- Extensive knowledge of data entry, data management, data analysis, and archiving.
- Ability to keep focused on understanding, anticipating and responding to the needs of customers.
- Knowledge to administer financial resources in a manner which instills public trust and accomplishes the Department's mission.
- Strong interpersonal communication and collaboration with internal and external stakeholders.
- Ability to define a problem, analyze relevant information and develop solutions and plans to solve the problem.
- Ability to maintain focus and intensity, and remain optimistic and persistent even under adversity.
- Ability to make independent decisions and act quickly and decisively on the determined course of action.
Work Environment
- Every day, the position requires work in an office environment.
- Once a week or more (but not every day), the position requires work in remote locations.
- Once a year or more (but not every month), the position requires exposure to animals/wildlife and extreme heat and cold.
Physical Abilities
- Multi-tasking in an office environment, often sitting for long periods at a time.
- Clarity of vision and ability to distinguish colors.
- Lifting up to 25 lbs. regularly; lifting up to 45 lbs. rarely.
- Possess and maintain valid Missouri driver's license.
- Concentrated attention is required at all times.
- Regular attendance is a necessary and essential function.

Exemption Status/Special Notes
This position has been determined to be Non-Exempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
