Summary/Objective

Oversee a statewide program that is responsible for preparing coordinated technical responses to external requests for information on the occurrence of sensitive species and natural communities that may be impacted by external development projects, and appropriate best management practices (BMPs) for avoiding and minimizing potential impacts.

Essential Job Duties

  • Conduct GIS analyses using ArcPro to determine the occurrence of sensitive animal, plant, natural community, public lands and other important natural resources within and near the proposed development project area and identify possible and probable impacts to these resources from external (non-MDC) construction and development project activities.
  • Use this information to develop Environmental Review Reports that identify sensitive species, natural communities and other resources that may be impacted, provide Best Management Practices (BMPs) to avoid and minimize impacts, and direct the requestor to coordinate with other State or Federal agencies as needed.
  • Coordinate with MDC biologists and area managers as needed to inform development of Environmental Review Reports.
  • Manage Environmental Review Tool (ERT) Website and serve as primary Department contact for information, instruction, troubleshooting, and training on use of the ERT.
  • Recommend and approve ERT enhancements, ensuring accuracy of updated data, search techniques, and other new features, and coordinate with NatureServe on ERT maintenance.  
  • Collaborate with MDC Biologists to develop, update and distribute Best Management Practices (BMPs)
  • Review applications for Wildlife Collector’s permits that include species collection on MDC lands and coordinate with Area Managers to provide guidance on access to MDC lands.

Ancillary Job Duties

  • Participate in agency-wide priority projects and initiatives as needed.
  • Assist in maintaining information on Species of Conservation Concern.
  • Assist other Scientists as needed.
  • Other duties as assigned.

Education and Experience

  • Bachelor's Degree in Wildlife Science, Biological Science, Environmental Science, Fisheries Science, Botany, Forestry, Zoology, or closely related field.
  • Two (2) years of progressively responsible professional experience in scientific research, environmental review, fisheries, or wildlife management.
  • Must maintain a valid, current driver's license.

Knowledge, Skills and Abilities

  • Familiarity with Missouri's rare (i.e., Species of Conservation Concern) plants, animals, and natural communities. Familiarity with Natural Heritage Program data preferred.
  • Advanced wildlife biology background and familiarity with federal and state policy and laws pertaining to wildlife and natural resources.
  • Proficient in ArcPro, ArcGIS, or other complex data management tools.
  • Ability to develop and sustain cooperative working relationships, including with co-workers, regional field staff, and individuals from other agencies.
  • Excellent communication skills, both verbal and written.
  • Ability to make independent decisions and act quickly and decisively on the determined course of action.
  • Ability to handle multiple, diverse tasks of a complex nature and employ good time management techniques.
  • Ability to maintain focus and intensity, and remain optimistic and persistent even under adversity.
  • Ability to use office equipment, such as copier, multi-line phone system, fax machine, scanner and computer.
  • Ability to travel overnight and work varying hours and shifts.

Work Environment

  • Work is performed in a standard office environment.
  • Occasionally perform outdoors where hot, cold, wet and/or humid conditions exist.

Physical Abilities

  • Remain in a stationary position 70% of the time.
  • Move about grounds, both inside and outside of buildings.
  • Constantly operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less.
  • Regularly lift up to 5 pounds, correctly lift up to 50 pounds.
  • Regular attendance is a necessary and essential function.
