Summary/Objective

Provide the financial accounting and administration of Department grants, cooperative agreements and federal contracts.

Essential Job Duties

  • Analyze monthly expenditures data report and applies approved federal and state participation ratios in preparation for federal reimbursement requests.
  • Submit monthly claims through payment systems. 
  • Update and maintain internet accounts in federal web-based services related to federal award requirements. Produce and submit hardcopy federal reimbursement requests. Reconcile accounts as needed.
  • Prepare financial grant reports in each grant agreement and maintain perpetual and historical files for land acquisitions or development projects.
  • Maintain and balance federal apportioned fund accounts and ensure the apportioned balances are obligated within their period of availability.
  • Complete federal grant application forms and compile required supporting documents for grant application packages.  Review the terms and conditions of all grants, cooperative agreements and contracts. Monitor grant performance and inform project leaders of grant’s financial status. 
  • Assist project leaders in calculating and creating grant budgets and provides grant program information and guidance.
  • Maintain information in databases for grant tracking used department-wide; estimates federal revenues each new fiscal year and provides updates with actual amounts each month; provides money receipt forms for anticipated federal revenue payment requests and financial information proposals.
  • Review and comment on proposed legislative changes which might affect the Department use of restricted funds (license revenue, federal funds, etc.) and potential loss of control (authority) preventing the Department from carrying out its constitutional authority.

Ancillary Job Duties

  • Gather and compile data for annual Hunt and Fish Certification form and reconciles quarterly status reports received from federal agencies.
  • Provide state auditors with annual schedule of participation in federal programs and all deferral revenues received.
  • Maintain frequent contact with various federal agencies’ staff for new information exchange and project submissions, and attends USFWS and USFS multi-state regional federal aid conferences, as offered;
  • Conduct the initial Risk Assessments of subrecipients and monitor their activities.
  • Provide key financial information to prepare the annual Indirect Cost Rate proposals submitted to the cognizant federal agency for review and approval. 

Education and Experience

  • Bachelor’s Degree in Accounting, Finance, or Business Administration or closely related field.
  • At least three to five (3-5) years of progressively responsible professional experience.
  • Must maintain a valid, current driver’s license.

Knowledge, Skills and Abilities

  • Knowledge of General Accounting Principles.
  • Knowledge of complex processes and federal rules.
  • Ability to analyze financial data on multiple projects with a high degree of accuracy, often requiring a quick response.
  • Ability to use provided computer technology to enhance the quality of work and programs.
  • Ability to keep focused on understanding, anticipating and responding to the needs of customers.
  • Ability to administer financial resources in a manner which instills public trust and accomplishes the Department’s mission.
  • Ability to make independent decisions and act quickly and decisively on the determined course of action.
  • Ability to establish and maintain effective working relationships with members of all types of groups, Department staff and the general public.
  • Ability to work effectively as a team member and assist in resolving conflicts.
  • Ability to effectively communicate orally and in writing with Department personnel and the general public.
  • Ability to develop and present programs to individuals and groups.
