Summary/Objective

Coordinate and implement financial/accounting functions for federal grants and contracts.

Essential Job Duties

  • Coordinate federal grant application process and submit final documents to federal agencies. Review federal awards for accuracy and to ensure compliance with all terms and conditions. Maintain working relationships with a variety of federal contacts.  
  • Responsible for the financial accounting for all federal grants, cooperative agreements and contracts.  
  • Coordinate financial/accounting functions within the Federal Aid Section. Provide training to federal aid staff on all fiscal operations. 
  • Advise grant project leaders on budget development, application requirements, expenditure review/analysis, and report preparation. Provide project leaders with periodic status reports and related recommendations. Submit performance and financial reports as required by each grant. 
  • Coordinate and ensure compliance of required federal information for subrecipients. Ensure that the project leaders have followed procedures related to the Grants and Cooperative Agreement Policy for all subrecipients.  
  • Ensure data integrity of expenditure records for grant cost documentation, indirect cost rate proposal documentation, internal financial reporting, and federal/state audits. Maintain familiarity with the nature (direct or indirect) of all departmental costs and be able to identify and document these costs. Develop, analyze, and review all pertinent Department financial expenditure information (including relevant cost allocation costs) to prepare the annual Indirect Cost Rate proposal necessary for federal grant management. Prepare the department’s annual indirect cost rate proposal and submit to U.S. Department of the Interior (DOI) for review. Work with DOI negotiator to finalize the department’s annual Negotiated Indirect Cost Rate Agreement (NICRA).  
  • Ensure data integrity of expenditure records for grant cost documentation, indirect cost rate proposal documentation, internal financial reporting, and federal/state audits. Analyze federal financial assistance trends and provide a projection of estimated federal revenues for the upcoming fiscal years to the Federal Aid Coordinator and the Chief Financial Officer.  
  • Provide projections of the federal appropriations provided through the Wildlife and Sport Fish Restoration (WSFR) accounts and subaccounts. Track and report unobligated amounts of funds to prevent reversion and monitor the safety margins for any recovery of unexpended federal funds.  
  • Reconcile monthly and quarterly status reports received from federal agencies and respond to federal agencies if any discrepancies.  
  • Work with a variety of external/regulatory agencies, including state and federal auditors. Prepare related financial information, including the department’s annual SEFA (Schedule of Expenditures of Federal Awards) for the State Auditor’s Office. Respond to related requests, as necessary. 
  • Respond to requests and questions from auditors (both state and federal) as necessary.

Education and Experience

  • Bachelor's Degree in Accounting, Business Administration, Economics, or related field.
  • Five (5) years of progressively responsible professional experience in financial management or related areas, or an equivalent combination of education and experience.
  • Experience with preparing indirect cost proposals, knowledge of government accounting principles, as they relate to federal grants and agreements are preferred.

  • Ability to define a problem, analyze relevant information, and develop solutions and plans to solve the problem.
  • Ability to use office equipment, such as copier, phone, fax machine, scanner, and computer.
  • Excellent communication skills, both verbal and written.

Work Environment

  • Work is performed in a standard office environment.

Physical Abilities

  • Remain in a stationary position 70% or more of the time.
  • Constantly operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less.
  • Regularly lift up to 5 pounds, correctly lift up to 20 pounds.
  • Concentrated attention is required at all times.
  • Regular attendance is a necessary and essential function.
