Summary/Objective

Provide direct professional supervision to the Land Systems Unit in real estate matters.

Essential Job Duties

  • Supervise and manage the Land Services unit activities including property acquisition, disposal, leases and license agreements, easements, and boundary issues.
  • Review and approve boundary surveys and property descriptions.
  • Provide support and technical advice to the Realty Committee.
  • Prepare and administer annual in lieu of tax payments to counties and levee districts.
  • Provide expertise of survey methods for design and construction of agency projects.
  • Ensure compliance with all agency policies, state laws, statues, and regulations.
  • Provide oversight of mapping and analyses of geospatial data at the request of the Branch and Administration.
  • Assist in developing the Branch operating and equipment purchase budget.

Education and Experience

  • Bachelor's Degree in Business Administration, Land Surveying, Real Estate, or related field.
  • At least eight (8) years of relevant professional experience.
  • Must maintain a current, valid driver's license.
  • Professional Land Surveyor license in the state of Missouri.

Knowledge, Skills and Abilities

  • Ability to plan and direct activities of field crews on a variety of survey projects.
  • Advanced knowledge of electronic survey equipment, including total station, data collectors, GPS (survey grade), theodolites, levels and programmable calculators.
  • Ability to read and interpret construction plans, check for potential problems and notify appropriate staff for solutions.
  • Knowledge of changes in application of statutes, rules, regulations and laws that govern the surveying profession.
  • Ability to express oneself clearly and concisely, both orally and in writing.
  • Ability to make independent decisions and act quickly and decisively on the determined course of action.
  • Ability to work under stress for prolonged periods.
  • Ability to work varied hours, including weekends and holidays.
  • Ability to travel and stay overnight regularly.

Work Environment

  • Work is typically performed in a standard office environment.

Physical Abilities

  • Remain in stationary position 70% of the time.
  • Operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less.
  • Regularly lift up to 5 pounds, correctly lift up to 10 pounds.
  • Concentrated attention is required at all times.
  • Regular attendance is a necessary and essential function.

This position has been determined to be Exempt according to the Fair Labor Standards Act.  Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy. 

Salaried and hourly employees are expected to use a mobile device-cellular phone for Department business, as needed.
