Summary/Objective

The Permit Services Specialist assists with the administration and oversight of the agency's permitting systems. Analyzes system functionality to ensure it aligns with regulations and agency expectations. Works closely with internal and external stakeholders in understanding the Wildlife Code of Missouri, system support, and the permit acquisition process.

Essential Job Duties

  • Monitor the performance of the Missouri hunting & fishing permit system, including permit vendor coordination, to ensure the system remains fiscally responsible for the funds collected. This may include financial audits of sales, application review, and vendor training. 
  • Direct supervision of two Administrative Assistants positions and indirect supervision of two hourly positions.
  • Supervise and/or assist team members in the following program areas: landowner permits, managed hunts, commercial permits, wildlife collector permits, and permit vendor support. 
  • Coordinate the landowner permit program and support staff, regarding regulations and property eligibility. This will also include property verification online, plat book, and personal contact to county assessor offices. 
  • Advise internal and external customers on the accurate interpretation of federal and state regulations pertaining to hunting and fishing privileges, landowner permits, commercial permits, wildlife collector permits, etc. 
  • Review regulation booklets and suggest updates, corrections, and changes.
  • Attend regulation meetings to remain aware of upcoming changes so they may be addressed by the permits system.
  • Assist in the administration of the permit system, gaining an understanding of the intricacies in the system structure, data elements, etc., and being able to use critical thinking to identify system related issues, solutions, and opportunities for future enhancements. 
  • Coordinate testing and support of the various permit systems. 
  • Coordinate with internal and external partners on permit availability during events such as the Missouri State Fair, opening day of trout season, etc.
  • Coordinate annual trout tag, pin, etc. ordering, delivery, and distribution.
  • Establish priorities, work independently, and proceed with objectives without supervision. 
  • Attend meetings as a representative of Permit Services and Conservation Business Services. 
  • Examine position and section related processes using lean principles to identify continuous improvement opportunities. 
  • Perform other administrative functions, including composing correspondence, preparing data and responses for use in presentations.
  • Assist with other agency opportunities as they arise.

This position would also be best served by someone who has experience in using SQL, such as familiarity with SQL Server and it's tools, specifically SSMS - SQL Server Management Studio and SSRS - SQL Server Reporting Services, and SQL statements, and Tableau.

Education and Experience

  • Bachelor’s Degree in Business, Accounting, or related field.
  • At least one (1) year of relevant professional experience.
  • Must maintain a valid, current driver's license.

  • Ability to use office equipment, such as copier, phone, fax machine, scanner, and computer.
  • Basic knowledge of wildlife codes.
  • Basic accounting knowledge.
  • Time management and organizational skills.

  • Ability to travel and stay overnight.

  • Work is performed in a standard office environment.

This position has been determined to be Nonexempt according to the Fair Labor Standards Act.  Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
