Summary/Objective

Assist Conservation Business Services Branch, Purchasing Services, which is the centralized purchasing authority for the Department. 

Essential Job Duties

  • Provide purchasing assistance to Department staff, including solicitations, service agreements, and correct utilization of Office of Administration, Division of Purchasing contracts.
  • Prepare, draft, review, solicit, and award contracts, verifying compliance with written statutes, policies, and procedures.
  • Issue solicitations on the statewide eProcurement system, MissouriBUYS, and issue subsequent awards using the same system. 
  • Train Department staff located across the state on utilization of the statewide eProcurement system, MissouriBUYS, and proper purchasing procedures and practices. 
  • Review and approve solicitations and awards entered by other Department staff using the statewide eProcurement system, MissouriBUYS.
  • Answer questions from Department staff, the public, and vendors regarding purchasing policies, procedures, invoices, and payments.
  • Serve as a proposal evaluator, obtaining required training prior to start.
  • Draft, review, and issue contract amendments and renewals on a timely basis.
  • Interpret contracts and work with contractors/end users to ensure contract compliance.
  • Advise staff with issuing deficiency letters to contractors and follow-up on status.
  • Maintain and update various systems.
  • Search existing contracts for avenues to purchase services/commodities.
  • Approve and submit payment vouchers, check requests, and/or invoices. 
  • Create and present various reports and presentations.
  • Research expenditures for audit findings.
  • Direct, advise, and/or assist Department staff with locating and/or interpreting procurement related resources (i.e. Missouri statutes, policies, regulations, procedures, etc).

Education and Experience

  • Bachelor's Degree in Business Administration, Accounting, Finance, Economics, or related field.
  • At least two (2) years of progressively responsible professional experience.
  • Must maintain a valid, current driver’s license.

  • Work is performed in a standard office environment.

  • Remain in a stationary position 70% or more of the time.

  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less.
  • Regularly lift up to 5 pounds, correctly lift up to 10 pounds.
  • Concentrated attention is required at all times.
  • Regular attendance is a necessary and essential function.

This position has been determined to be Exempt according to the Fair Labor Standards Act.  Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy. 

Salaried and hourly employees are expected to use a mobile device-cellular phone for Department business, as needed.
