Summary/Objective

The Talent Acquisition Specialist – Data Analytics role provides valuable data to identify trends as it relates to candidate experience, retention, and reasons for employee departures. The candidate selected for this role will assume primary work responsibilities that involve ad hoc reporting, creating data metrics/dashboards, talent acquisition, HRIS administration, salary administration, and program management. Additional responsibilities involve developing, executing, and continuously enhancing Department-wide programs, such as candidate experience, community  outreach, mentorship, partnership, and the hourly hiring process.

Essential Job Duties

  • Oversee recruitment, selection, onboarding processes and continued employment processes for all staff, including pre-employment screenings, orientations, pay changes, service awards, and others.
  • Monitor key performance indicators (KPIs) such as time to fill, cost per hire, and candidate experience.  
  • Analyze and interpret recruitment data to identify trends and insights and make recommendations on regular human resources related functions.
  • Create reports and use data visulaiztion tools to present findings to Talent Acquisition Manager and to leadership.  
  • Provide recommendations for improving the efficiencey and effectiveness of talent acquisition processes.  
  • Oversees programs such as internship, community outreach, mentorship, partnership creation and pipeline development.
  • Verify and process benefits eligibility and enrollment requests and reimbursements and ensure compliance local, state and federal regulations.
  • Maintain accurate and confidential files for employees, retirees and terminations based on company, local, state and federal guidelines and respond to file inquiries.
  • Communicate with and respond to questions and inquiries related to Human Resources functions from employees, retirees, managers, supervisors, external vendors, etc.
  • Train and mentor supervisors and staff in human resources policies, procedures and best practices.
  • Develop, update, and distribute company policies and ensure the accuracy of information.
  • Stays informed of latest trends and best practices in candidate experience by attending state/national conferences, meetings and/or professional training sessions. 
  • Perform periodic policy, file, and program audits.
  • Manage external vendor accounts and contracts.

Education and Experience

  • Bachelor's Degree in Business or Public Administration, Human Resources Management, Labor or Industrial Relations, Psychology or closely related field.
  • At least three years of progressively responsible professional experience in HR.
  • Must maintain a valid, current driver's license.
  • Knowledge of an application tracking system is desirable.
  • Master's Degree in a related field is desired.
  • Experience working in Talent Acquisition, Informational Technology or Recruitment field is desirable.
  • Lean six sigma certification is desirable.
  • Knowledge of LinkedIn or other social media platforms is desirable.
  • SPHR or SHRM certification is desirable.

  • Ability to travel and stay overnight, as needed.
  • Interpersonal communication and collaboration with internal and external stakeholders, including public outreach.
  • Strong analytical and business analysis skills, including reading, writing, speaking, critical thinking, problem-solving, and data interpretation.
  • Efficiently produce well-written documents and correspondence along with verbal presentation skills.

Work Environment

  • Work is typically performed in a standard office environment.

Physical Abilities

  • Remain in a stationary position 70% or more of the time.
  • Constantly operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less.
  • Regularly lift up to 5 pounds, correctly lift up to 10 pounds.
  • Concentrated attention is required at all times.
  • Regular attendance is a necessary and essential function.
